The Carnegie Library is located at 400 N. State St. W. Union @ State. Construction started in 1904 and the library opened in 1905. It stands in Library Park which forms the downtown square. This is the third location for the Litchfield Public Library.

There is a very nice fountain in front of the main entrance to the library. This is the third fountain here. The first one was built in 1880 when this block was the city park and before the library was built. The second fountain appeared in the early 1960s but didn't last long, quickly becoming a planter, because of vandalism. The current fountain was dedicated in 2015 and is a reproduction of the one that was closed for many years, including the refurbished statue "Rebekah at the Well".

xThere is a nice Veterans Memorial Garden on the west side of the library was dedicated in May 2007.
