The Buckingham Foundation was built in 1927 in Grant Park and is between Lake Shore Drive and Columbus Drive a block south of Jackson Drive. For about 20 minutes beginning at the top of the hour it reaches it's maximum height once an hour from morning until evening depending on the season and weather conditions.

x It's a beautiful fountain even at a lower height. If you're lucky you can find a parking space along the street.
